The CT rule is consistent with reality - if the gummint spends that kind of
money on you, and you end up staying the course and reaching the goal that
the gummint set for you, then you get the commission and start paying it
back in service.
(If you _don't_ finish the course and achieve the goal, you finish that
term, and a second term, in the service as an enlisted. Unless you're
tossed out on your ass for reasons amounting to 'conduct prejudicial', in
which case your ass probably goes into the slam, _and_ you have to pay back
the cash the gummint invested in you when/if you get out.)
