I think it's something (Mongoose Traveller) written by someone who
doesn't understand how service academies work. If you refuse a
commission from a US service academy you're responsible for six years of
service in compensation (IIRC, that's what it was when I was doing some
research for a book I was working on) or you must pay a rather sizable
tuition bill. If they didn't want you as an officer, they'd fail you
and expel you from the academy.
I don't know how foreign service academies work, but I have trouble
believing that they'd train someone to be a commissioned officer and
then say, "Here, roll these dice and see if we decide to hire you"
(Metaphorically speaking).
