They never did revoke the charters for some of the institutes, just took
direct control of them and moved them undercover. And then there are the
institutes that never had Imperial Charters (why any would need such a
thing is beyond me, given they're clearly an on-world thing, and thus a
local matter), and some worlds almost certainly were never really
anti-psionic and would've only shut down public psionic activity to keep
the Imperials and their neighbours from getting all trigger happy. I'm
sure such systems supply the Imperials with psionic covert ops assets
both in the form of volunteers for Imperial service and in the form of
'lending out' operatives and units in exchange for favours (lower taxes,
less oversight, the usual things).
