The original release of the Mongoose Traveller SRD explicitly added an
exclusion to the OGL; you could not use it for software. I don't know if
that exclusion carried over to Cepheus Engine, which was based on the
Mongoose Traveller SRD. You do need to be aware that while the OGL
apparently does not _inherently_ exclude software, it does constrain you
somewhat; see
