I'm kind of happy with that. I mean bullet proof should be bullet proof. I can design starship armour grade battle dress, and if that (starship grade armour) is supposed to deal with micrometeors travelling at 1,000s km per second then stopping a bullet should not be an issue.
Also dropping the amour value of cloth should not be an issue either. Ballistic cloth is not perfect so if it's too high in MT then drop it. Dropping it to AV 4 would open it up to 9mm Rifles and Assault Rocket Launchers, and bring those with penetration 4 into significantly more damage (Gauss Pistol, Hunting Rifle, 9mm ACR, 7mm ACR DS ammo, and Laser Pistol) through low penetration results with up lift on damage due to spectacular success most likely to make someone unconscious on the first hit. Would that be fair?
