I think this is keenly observed. The UWP codes aren't so much about the structure of global government as they are guides for PC encounters with government authority. On that basis just about any Government type--including "Balkanization"--might look like several ~other~ Government types.
Sometimes the PCs will be most interested in border control encounters. Other times it will be wilderness conservancy encounters. Yet other times commercial regulations--and taxation--may be of the greatest interest. And so on.
Indeed "balkanized" might simply capture the differences in likely encounters with government authority when walking across the downport extrality line and when trying to wilderness refuel at a lake on the other side of the planet. . . .
It would seem "subsequent events are determined by the referee" may be a key guideline when dealing with Government type. . . .
