I was watching Star Wars fan-film this afternoon about a Jawa Jedi that
was based on Tatooine.  As the camera showed the planet, it got me to
thinking:  How much water (hydro %) is needed on a planet with an
atmosphere that is breathable for humans to survive without assistance? 
The last bit is the key to the question; by "assistance", I'm talking
about anything beyond something that a primitive could be expected to
develop on their own without "higher" aid.

Just a weird thought exercise based on a fantasy movie watched on a
rainy day.
