They're actually always private firms that the Navy contracts out work to, under IN quality control, etc. That's one of the things that, to me, shows that the Imperium isn't actually that into actually doing things like running a starport, and so on. It's a government of upper management and agents, not (generally) of vast bureaus and pretty clerks. That's why a local noble, with oversight over a cluster of worlds, might need to hire the PCs to do a little snooping around when something seems off, rather than just sending Internal Affairs to kick over the anthill. -- Rupert Boleyn <xxxxxx@gmail.com>
