The Imperium might or might not, but the TAS seems to do this sort of
thing - the way the TNS news shorts read it seems that the TAS does a
lot of the classification of red and (especially) amber zones, not the
IISS or anyone else. During the Rebellion it was the TAS that went and
put a blanket rating of amber on the 'outlands' and red on the 'wilds'.
I do wonder if some TAS senior managers in Lucan's Imperium ended up
against the wall for that.
