Also, /Trillion Credit Squadron/ let worlds build ships for their local government no matter than starport type. Therefore, the starport type is what's available to normal citizens travelling through, and not what a local government, Imperial agency, or a megacorp might have access to (which can explain some of those high TL, high pop worlds with surprisingly shoddy ports).
