However, also in canon, worlds can be owned by other worlds. I've always
wondered how these two things are reconciled. The best I've come up with
is that these are legacy situations, where a world plus owned world have
joined the Imperium as a unit and it's allowed so long as no other
worlds are added, and probably should the owned world later gain
independence reclaiming it wouldn't be allowed (unless the local
nobility prefer that it is allowed, of course).
