Thank you for another of series I'll have to add to my wish list. The series you mentioned is not the book title or series I was thinking about.

James Alan Gardner wrote a five book series in the League of People focusing on the career of Festina Ramos. In Book 1 Expendable the Explorer Corps is a service that only recruits those sophonts that are "different, flawed, ugly, or strange". Festina Ramos was born with a "port-wine birth mark covering the right of her face." Festina and other members of her service unofficially call themselves "Expendable Crew Members" or "ECMs for short." They are the first to "land on hostile planets, make first contact with alien cultures, and "anyplace the Admiralty didn't know what the hell to expect."
