It would make some small amount of sense if 'hyper-velocity' was TL8+
and meant something like ETC technology which allows a less violent
(relatively speaking) acceleration profile, and would thus allow a
thinner shell wall, etc. However, that does not appear to be what
Striker means by 'hyper-velocity', and it should also affect high and
medium velocity guns, though to a lesser extent.
