Yeah, that's another thing: in my experience (including previous discussions on list), Traveller in general tries to pretend that waste heat just... doesn't exist. Because there's really no way to practically get rid of it, when working with the established numbers for energy production/use, surface area, etc etc. So most (all?) editions just straight up *ignore* it.
