These weren't caches, just "documents" carried by ships recontacting
worlds that had lost interstellar travel and lost TLs as well.

misjumping into the past and being stranded there.

It's a fairly common plot when it's alien tech that the folks in
"present day" on Earth discover. Norton's Time Traders series, Bob
Blandin's Delphi books, etc.

But I can't recall instances of it being future human tech (outside
of a few Star Trek episodes where things are from the viewpoint of
the folks who wound up in the past).
