MM left quite late in the 80s, because he was active in the development
of T2300/2300AD and 2300AD was published in 1988.

 From what LKW said, the rights for games, etc., belonged to GDW. Part
of GDW's rules was that if it were to fold, the rights that it held to
all its games and so on were to go to the primary author, which was
defined by some set of rules. So MM got (all of) Traveller (and other
stuff), LKW got Twilight:2000 (and various other stuff), Frank Chadwick
got Space:1889 (and a whole lot of wargames), and so on. I don't know
who originally got 2300AD.

MM seems to have spent some time (and presumably money) buying up old
GDW IP that had been sold to other parties through the years (LKW sold
T2000 for enough money to live off for a while after GDW folded and he
couldn't find work, for example).
