I should have specified "FTL" - even if you can build and man a _Slow Train
to Arcturus_ (Eric Flint and Dave Freer; Baen Books, 2008), I wouldn't
consider that to make you a "starfaring race".
More specifically, a race isn't a 'starfaring race' until they're doing it
FTL for fun and profit - mere exploration doesn't cut it; commercial
exploitation is the key.

Definitely FTL, and I believe I used the word 'canonically', and being a
starfaring race doesn't require that you have contacted intelligences not
from your world.
I'd also say that the astrographical limitation should be assumed to be
more-or-less Charted Space - a civilization on the other side of the galaxy
is irrelevant to the underlying purpose of the question.
