Apparently, in the course of trying to make thorium-based reactors an economic reality, we lost track of some 96 kg of U-233; it only takes 6 kg to make a gun-type nuke, which is vastly simpler than making an implosion-type. Joe Terrorist could make one that fit in a semi.
