Good catch. I think I'll go with three-quarters of higher plus three
quarters of lower, OR higher plus half of lower, whichever is greater.

Since Traffic Control Ops is, on reflection, reasonably viewed as a
combination of senser ops and commo, I'll go with the Cr3000.
