No, we've known about it since forever. However, most people have chosen
(and the official TU certainly did) to go with the TL limits described
in High Guard, and used in MT and onwards. They are the ones that work
with the OTU's timeline, and the OTU is a 'large ship' universe that
needs HG, etc., anyway.
