If we're talking about Adventuring Merchants, it's generally going to be those runs that are for some reason or another too risky for the regular merchants; which those are will depend on the merchant's skillset. For traditional Traveller PC actions, I recommend transporting goods or people into, out of, or through hazardous territory. This might include areas with pirates (or 'pirates' that are actually unflagged commerce raiders) or into active war zones. In general, an Amber Zone should be seen as a flag for "Adventurer Merchants Look Here".

Obviously, it may also include criminal activity.
