Well... My ulterior motive on restricting it was because I'd intended to
more-or-less model the city (and generate maps and some generic street
scenes) using Cities in Motion. That essentially requires that the city be
built to essentially modern standards of construction and transportation.
To clarify my comments...
I don't mind a "lower tech" city, but I would like to see the limit
of what is available and permissible removed. Also, I think if the
city was TL 10 or 11, or maybe even 12, the city would still look a
lot like what we might have today; consider how New York's or
Philadelphia's city areas have changed since 1900. Yes, buildings
are higher, but the same issues that plagued them 120 years ago, at
TL 3/4, still plague them now at TL 8.
