I have been using Plasma Thrusters in that role around here. I have been translating some of the tech Assumptions of Mayday Into Book 2 format. I changed the Power Plant fuel numbers to Maneuver Fuel so it is M * Volume * 0.1 equals the Number of Tonnes of Water used per week. Coupled to Damage Control requires to the ship to at 1g or below.
While I allow for a bit more Contragrav than you do, free flight gav is limited to Helicopter sized vehicle or less, with heavier grave vehicles limited to NOE altitudes thus allowing for Landspeeder like vehicles and light flyers but keeping Starships landing on their Tails...
I have been very tempted to copy Drake and other sources and have the most common Downport be a harbor.
