Only 'relatively new to TL15' relatively speaking.

The 3I fought the 3FW & SolRimWar at Tl14 but during the last century (pre-1105) have upgraded all regular navy units to TL15 & all colonials to TL14.
In the 5FW boardgame (doesn't really jibe with SJG's supplement as far as organisation is concerned) about 90% of the regular ImpArmy units are TL15 & the colonials, of which the 'named' ones mimic the TL of their baseworld,  are all over the place but have a significant # of TL14 units. 
(There's also a TL16 Imp mercenary batt which I've always thought of as Darrian.)
Also, Vargr & SwordWorld are 2 TL's inferior (TL13) & I've always thought that the Solomani are equal to the 3I since they were equal during the SolRimWar.

The 3I always looks to be the dominant force, but, according to TU historical canon, just never quite seems to be able to 'get it's act together'. Which seems surprising to me since after the more than two decades of large-scale conflict during the tandem 3FW/SolRimWar, the entire Imperium must've been fully mobilized & at the peak of its power. I guess the massive effort was just too much for the old thing.

Yes.  In the default era (1105-1116) the Imperium is relatively new to TL15, and I think the Hivers may be TL15 as well.  The Zhodani, Solomani, and Aslan lag by one TL, and the K'Kree by two, IIRC.

Also, if you look at the power of an empire as a combination of population and tech level, it seems like the third imperium should be far more powerful than anyone else.
