Yes, power and fuel consumption almost always needs to increase related to the square of the speed because you're dealing with cross-sectional resistance and surface area contact. You can mitigate this with hull design, but for a given hull, this tradeoff is unavoidable.

Commuting via bicycle on a daily basis really teaches you this concept intimately, riding into a headwind is always harder than it would seem just from the speed of the wind.
