The way Loren said it then--it was a compliment to the flexibility of the system. 

He also talked about a Traveller group (this was 1983-ish) that had been playing Traveller for several years by then and had never left (as PC's) the game city their group had started out in. Never got on a starship, signed with a mercenary unit--nothing! Just adventures in the same place. A tribute to the Traveller system and universe.
