I've just found that one. Unfortunately, although it's described as an 'anti-armor rifle', it's pretty much a standard 14.5mm rifle firing discarding sabot rounds.

There's also a Thud gun in T20, but that's a beanbag gun and also the Kafer assault rifle from 2300AD, but I have been unable to find anything resembling the OP's description in my collection.
