I followed the above link out of idle curiousity and started reading the article there . . . which reproduced some literally classic CT pre-gened characters.

And I happened to notice . . . one of the "sources of inspiration" authors *twice* credited [in the photocopy of the original published text] was "Gene Lucas."

Which makes me rather doubt that this particular author actually had much to do with the game's original inspiration. Later supplements, yes. The original game, no. Or else I rather doubt they would have used the wrong first name, twice in a row.
