And if you have antigrav technology, a suitable orbital slot, a decent Oort cloud and a LOT of time, why you can make your own planet with an ocean to put your deep water emplacement in :-P
All it takes is a whole bunch of not-so-near-c lifeboats attached to iceballs and some fancy orbital calculation foot work to get them to crash together in the right place to start aggregating.
