JTAS 23 1985 pp. 36-41 has "rules and table to create various types of
space habitats" per The Traveller Periodical Bibliography copyright
2,000 by Timothy Collinson. I skimmed through the article a while back and I
think it might help you out.
IIRC GURPs Traveller, my books are currently in a storage bin somewhere,
produced a source book just for Starports.
... and yes, the GURPS Traveller book Starports: gateways to adventure
(Steve Jackson Games, 2000) is probably the single best source for such
things. Even if you don't use the formal rules, the background material is
excellent. However, if you strictly want Mongoose (1st edition) rules,
then it really has to be Starports (Mongoose, 2011) and Supplement 14: Space
Stations (2014). The former gives you notes on Imperial starports
(classification and design), encounter tables and 9 examples; the latter gives
you rules for construction, operation, combat, trade and 10 examples - as well
as a blank characteristic profile form. I love the idea of it but found it
very difficult to follow and it didn't seem to scale well for the really
humungous thing I wanted to build for Second Scions' Society - but you may find
it more helpful.
