I'm not the one that tinkers with the data - that was Don and Marc. So I wasn't privy to the details. That said, but in T5.09, page 404 there is:

"Amber worlds with low population (Pop= 6 or less) have the label if local conditions may prove dangerous (as reflected by the low population). Amber worlds with higher population (Pop= 7 or more) may require caution by visitors, but the fact that large numbers live on the world makes the classification less about danger and more about intriguing or exotic conditions."

And on 412 I see the clauses:

## Travel Zones ##
G - Green
A - Amber - Da - if (pop 0-6 or Gov+LL).
A - Amber - Pz - if not (pop 0-6 or Gov+LL).
R - Red - Fo - Forbidden

## Government and Law Level ##
If Gov+LL is 20 or greater impose Amber Zone (Da).
If Gov+LL is 22 or greater impose Red Zone.

Okay, so that to me says "If you've decided it's Amber Zone, it gets Da if lowish pop (easily lost) or strict society (easily offended), and Pz otherwise" which matches the text.

Then it goes on to say that a high Gov+LL gets Amber automatically (and therefore Da) - sure, if you might get arrested for a minor infraction, I can see that. And sure enough, a quick skim of the data change (see below) shows the new amber zones seem to all have high Gov+LL. 

What's odd is that many of them are tagged Pz and not Da. And... that's a LOT of new Amber Zones. So ISTM there are possible issues with the data (there shouldn't be auto-Pz at all, and/or all those new Pz's should be Da's?) or the rules (too severe?) or both.

- you say the Amber Zones are determined by the T5 rules, but I understand them to say AZ are 'special' and referee chosen.  How are you assigning them?

- is there anywhere I can check the date of the last update of a world or sector, so I can tell how recently they've been adjusted?  I can't see anywhere but maybe looking in the wrong place
