Because the automatic attribution for that quote had been removed at some point up-thread. This was shown by the quote as it appeared to me having (IIRC) three ">" marks, rather than the merely single ">" mark provided by the attribution system for the rest of the post. So rather than possibly contribute to future confusion [and also because I didn't want to dig back through all the previous posts in a effort to discover who ACTUALLY wrote that bit], I made the above note.

 
The point of using a TU ninja wouldn't be merely killing the person, but killing them in a particular manner, for public consumption. Having a "samurai-like duel" would be part of the point, particularly in the case of Aslan.

You missed my meaning.

An efficient killing would use a sniper, as you proposed.

If you instead deliberately choose a NINJA equivalent, then obviously you are after something OTHER THAN efficiency.

Killing for public consumption is called 'public execution'.

A "public execution" (as this term is used in normal conversation) is assumed to be something conducted as part of the official, government-sponsored justice system.

The henchman of a mob boss carrying out a hit on a rival in public is also a "public execution" but would be not quite the same as the above.

Of course, both instances of killing in public have the same root purpose: to inspire compliance through fear. This is simply implied more indirectly in the former instance, as opposed to the latter. 
​A public execution sanctioned by the judicial system is usually intended to instill the popular trust in that system, and not to instill fear.
People that operatate outside the formal state justicie system have their own justice system.
Frankly, sometimes its hard to tell the two appart sometimes :-)​
