William, in this particular case, as I found out during preliminary research, the idea behind the USMC vehicle design was pulled out of three different 'asses': one US Army c.1950s, one USMC c.1960s, and one from Congress 1980.
It wasn't my lack of relevant background that was the problem.
No one who submits a 40 page proposal can be considered not to have done their 'homework'.
The problem was that my proposal changes virtually the entire concept of how the USMC operates, and changes the USN strategic role within the US Government's Strategy.
In fact, it changes the way the US Government considers use of troops, i.e. Constitutional vs Administration-specific (i.e. President-elect)
My naivety was in making just one assumption, that all military officers remember that time when they were second lieutenants taking the oath.
