LBB 5 1980 changed how the weapon USP code rating was determine in LBB 5 1979. In LBB 5 1979 the weapon USP code rating was determined by the number of weapons used for laser, fusion gun, plasma gun, sandcaster, missile racks, and bays installed. Per LBB 5 page 25: "In addition to either a meson gun or particle accelerator as a major weapon, any ship may elect to include a fighter launch tube and appropriate fighter hangers within the hull."
In LBB 5 1979 50 fighters equipped with three missile racks has a weapon USP code rating of 9 if they attack a single target., at least that is how I think the system works. In LBB 5 1980 I believe that each triple missile rack fighter attacks the target weapon USP code rating of 3.
In 1979 massed fighter attacks appears to be able to do significant damage to ships and the 1980 revision pretty much made fighters to wimpy to fight the battle line.
I'm guessing that instead of totally running the hull constructed using LBB 5 1979 the people editing the designs tried to make minor changes and left items like fighters carried the same.
Of course I could be totally out to lunch.
