There's "extravagant residences" and there are Extravagant Residences.


The article I've cited mentions a no-fly zone or a lack of a no-fly zone - apparently the FSB and the FSO don't talk to each other - so before this post to TML gets us on every Kremlin watchlist [too late!  too late!]:

The PCs are asked to fly a cargo to a spaceport some way from the starport on world Nitup.  Unfortunately, local 'guidance for pilots' hasn't been updated with info on a brand new no-fly zone over a 'secret' palace of Nitup's leader which is just finishing construction now. 
1. Paperwork ensues as the PCs have to retroactively get permission.
2. Fireworks ensue as the PCs suddenly come under attack.
3. The PCs are approached by a journalist wanting details as she tries to expose the eye-watering embezzlement of the current governmental leader(s).
4. Following either #1 or #2 (assuming they survive the latter), the PCs are approached by dark-suited agents with a dress sense two decades out of date and 'encouraged' to sign an official secrets act.
5. The agents of #4, realizing that the PCs know about the palace (or thinking they do), try to make the best of a bad job by roping the characters into a 'deniable' mission.
6. The PCs spot an opportunity, before the Palace is formally handed over from the constructors and while security is still quite lax, to do some creative salvage (or bug placement to gather secrets).
