Per Trillion Credit Squadron, p32, the fleet size is 10 times the annual budget.

At this level, the entire budget is spent on maintenance.

If you want to replace ships,, you need to run below this level.

Running costs for Traveller warships appear to be a rounding error in the maintenance budget, although I believe that specific counselling maybe available for any administrators receiving requests to resupply TNE missile cruisers after a battle.
