I should've qualified my reply by noting that TL15 is the standard TL for the IN Colonial Fleet units.

I have no idea whether or not those are considered  to be 'IN' per se but, in the CT 'HighGuard' LBB they are referred to as "the subsector navy" & seem to be considered separate.

IMO, the pace to look is the 'Lightning' class of cruisers.

They date back to the 3rd Frontier War (maybe even before?) & so have been in service for more than a century, retained even thou they were (are?) TL14.
