I guess the rationale is, "We haven't DISCOVERED it yet, but when we do it'll take TL6 to fabricate.
Just like JI (at least in CT anyway).
We haven't invented that yet either but, when we do, we'll be able to build jump drives.

That's the thing - it's a full suit of some kind of ballistic cloth that
can stop most rifle bullets, yet is light enough to be a reasonable
armour choice. We can't make that *now*.
