The cover image indicates that it was one of the pdfs he hosted on his old website (the original halfway station) for free download and looks to be one I don't have a copy of. That site is long since defunct (he's now on the second blog of that name started to replace it), but wayback might have a copy.
Alternatively, I see that there is a copy of the pdf on scribd...

It kinda blew my mind that Columbia Games, the publisher of Harn, would be the source of a new edition.
It's funny that the idea of space stations being the only things left after Earth is a mess is kind of a major plot point in the Netflix series 'The 100'.
The original cyberpunk RPG had some really good modules and at least one of them took place on a space station.
As pointed out, it's a great TL8-10 inspiration and source of ideas even if you don't follow the entire setting.

I'm glad you mentioned this; I have both the original rules and the new rules, and both of them are rather excellent, especially given the page count they had to work with. After reading and playing the game "back in the day" and then reading Christopher Hinz's Paratwa trilogy, I have to wonder if the game didn't inspire him to some degree on how he developed the world of the trilogy.
If for nothing else, it's worth the investment if you're interested in running a TL-8/10ish relatively hard science (when it comes to ships and travel) game.
