I can only believe that he's run this more than once and successfully too. (I would sooo love to see a recording of that.)
It wouldn't surprise me to hear that he's run it at least once with the PCs as the bureaucrats and the crew as NPCs. Hmmm, there's a thought. A convention crowd would be just enough people to do this as a LARP.
