High Guard says that they are "...recovered artifacts installed on a
makeshift basis or experimental versions installed on tech level 15
Imperial warships." and "Devices shown at tech level 15 are used by the
Imperium; those at higher tech levels are shown for reference."

Brilliant Lances says "Even at the height of the Third Imperium's
technology, only the most basic black globe screens could be reproduced.
The best black globes in use were recovered relics from an ancient
civilization that pre-dated humanity's starfaring days."

MgT 1e's High Guard has text that's nearly a cut-and-paste from CT's HG.

It seems the consensus is that you can build the lower-end black globes
at TL15 if you find samples to reverse engineer.
