In my experience w/i the TU (here & elsewhere) that term usually indicates the 1I & the period of vilani development preceding it.

However, you seem to be referring to the 3I also & perhaps other eras too?

Well, in CT and MT, various supplements, articles, etc. have spoken to the nature and outlooks of the Vilani, how their bureaux work, and so on. I didn't really feel like what particular time in the Imperiums' histories mattered as the Vilani have been out and about much longer than the humans and their character, as far as I could see, had not changed dramatically and it seemed their common cultural traits hadn't either.

And as they make up, by population, a lot of the 3I's population and as I suspect they fill out more than their population-based portion of the Imperial bureaucracy and nobility, I feel like their footprint is larger even than their population.

Sure, the Terrans came in, kicked but, took over, but the majority of the Imperium was still Vilani. And in the long run, the Vilani being like water on Terran rock over time, bent the Imperium back to resemble closer the Vilani flavour.

And as TC pointed out, I was referring to those that still would indentify themselves as Vilani (not just Imperial) which would be the major and powerful and highly populated areas around Vland and a sector or several in each direction. A lot of this would be the areas of the first IW Vilani empire I guess - places that had been Vilani for a long time before Terrans ever showed up.

There may be those who consider themselves Vilani by ancestry and true to the culture beyond that Vilani cultural region, but it is a more dilute sense of what it means and those have to exist in cultures primarily different than Vilani culture.
