There's an entry in at least one of the supps concerning which starports have TAS facilties.
As best I recall, all class A & B's have a TAS office while C's *might* have one.

I would agree the IISS would have the catalog (they produce the baseline navigation database and surveys) but I think a proper assessment might be a bit out of the Scouts' league.

I'd also agree that TAS would start with the IISS catalog and then supplement with user reviews and complaints (cross between the Better Business Bureau and Amazon reviews). I assume getting the updated files from the local (or in the sector at least) TAS office would give you something better than what you might pickup a sector away on the planet (and that long misjump can really leave you with out of date information... heh!). It makes sense that TAS has offices at most ports and would be probably having staff going around verifying information and would be somewhat up to date vs. the IISS which probably is a bit behind comparatively.

I assume it's the IISS in their catalogs, and the TAS in their databases
of stuff that might interest members. The TAS version would be based on
the standard IISS catalog, but updated from members' reports. It would
be more up to date, but perhaps not quite as accurate. It would
definitely include little notes like the local repair shop charging high
rates, and possibly also notes on things like the locals having a soft
spot for the Imperial Navy, so send someone who's ex-Navy out to
negotiate for your repairs, victualling, etc.
