In looking at the Starport MK002 supplement, I saw Jeff Zeitlin's name in the credits and at the bottom of the credits, I saw "The Compleat Starpot" (Judges Guild).
A little research tells me "The Compleat Starport" was a J.Andrew Keith supplement and that an article of the same name appeared and took up at least 6 pages in "Far & Away" fanzine issue 01 (April 1990 publication). I do not know how many pages the Keith supplement was as it is the ONLY one I am aware of that I do not own (I chased the others through ebay a while back).
Pacific Rim Publishing appears to be advertising a single copy of Far & Away for $20 (paper).
I suspect the Keith supplement may be meatier (and expansion of the article?).

Yes, this is 6 pages - pp.20-25 of April 1990 Far & Away.
It's written for MegaTraveller (although could easily be moved to other rules sets - there's one task that might need revising: 'To gain information on port facilities' - rather trivial so I can't see anyone actually *using* a 'Simple' tasklike this!).
It covers facilities, extrality, berthing and traffic.
There's a table for the facilities that might be available at different classes of Port.
Related to another thread there's a paragraph on search & rescue according to Port class.
Security, terminals and whether there's a shuttle service (with a table for the latter) get paragraphs.
Some notes on using the article in games concludes it.
I actually have the magazine. I think the supplement is on one of the CD-ROMs. Maybe Apocrypha III. The supplement is more detailed if I recall. I’ll have a look tomorrow.
I think Frank might be thinking of _Starport Planetfall_ also by J. Andrew Keith which is on the Apocrypha III disc (and also the Cargonaut 'wallet' of goodies. While it obviously covers similar ground, it's not the same thing - this being much longer for a start as Frank notes.
It also includes a section (section 2) of character generation for the Starport Authority.
The intro says it includes material from John M. Ford's 'Skyport Authority' from JTAS #19 although I've not taken a close look to compare. It mentions various other classic Traveller books of related interest including particularly _Startown Liberty_ (Gamelords).
The first section is divided into: an introduction, the starport, planetfall, starport encounters and port business. The second of those, 'the starport' is probably the largest overlap with the Far & Away article although the text isn't identical.
Section 3 has the charts and tables.
Don't forget there's a page or two on the subject in T5 and the entire GURPS book _Starports_.
