Keep in mind that the 1000 meters per second is only for TEI, most of the velocity gain will be due to falling into Earth's gravity. Peak velocity won't be at midcourse but just prior to atmosphere entry back at earth. The only midpoint burn planned was course correction.

So if this is their top speed relative to earth (that may be the issue as it is a fast moving target), that is not 1000 m/s.
