The unused volume is 100T - 86T = 14T
Adding a TL 8 Maneuver Drive 3-G (8T) leaving 6T which would allow reinstalling the second stateroom and increasing the cargo capacity to 3T.
Unfortunately, you don’t have 6T spare because the Model 4 needs 2EP and at TL 13 that costs you 6T.
The Model 4 computer is indeed 4 tons and draws 2 EP from the Power Plants output of 4 EP. The computer's EP does not require fuel. Here is the best example I can think of. You fill up the gas tank on a 1kw power generator and plug in some stuff like lights, TV, and a small refrigerator that draw 0.5 kw. The items pulling power do not increase the fuel capacity of the generator.

Sorry but I’ll disagree and the Chrysanthemum is an example.
In order to Jump, per High Guard, Starship Combat, Pre-combat decision step, breaking off p39): you need to generate EP equal to two turns of power from a power plant number equal to the jump number in two turns or less, jumping in one turn if you can generate it in one turn (and it notes that that power cannot be used for anything else.
That means that the X-boat with PP4 and a Model/4 could only make J4 if it turns off the computer.
I will note that emergency agility does allow a ship to use computer and screens* without powering them when PPn <= Mn. (*p39 allows unpowered screens, p28 does not.)
Your DE has no problem because it is not a Jump limited design - is has J4, M6, PP9, Agility 6, so can power *all* systems and have 6G or all systems, Jump 4 in two turns and Agility 2 but cannot J4 in one turn unless it can turn off the combuter (a backup Model/4 would be really useful!)
