That's another way to handle it, but if the 5K ship was really costly, maybe the economy does not permit too many to be built .

The 'lower trade' TU with a 'lower military' could also fit this kind of approach. There just isn't the budgets to build 100K+ battlewagons or even hundreds of 1K smaller vessels.

Alternatively, swarm tactics / "zerg rushes" become the default, with
fleet numbers starting in the thousands and going UP from there.
