Just to confirm, I've been up in the attic and checked the Starter Box.

It even says on the box that it contains two dice.

Interestingly, the Deluxe box, which I *know* had two dice - they're still in there! - doesn't say anything about dice on the box but nor does its 'contents' feel as if it's attempting to be an exhaustive list.
