Well, Earth-2014 major powers would be:
* USA
* China
* EU
* Japan
* Russia
* India

EU government type would then be a "7" and balkanised further. If you were going to limit it to 1D-1, then count only the top 3 as major powers.

That's a good idea. There is no reason why a Gov code 7 has to mean exactly the same at the country level and at the planetary level. For a polity, it might mean "loose federation with each member claiming independence" (and every other major power probably laughing its *** off about it <grin>).
