I believe I did use the Generate program ahead of time since I ran it before loading the Maneuver program which is needed before using the maneuver drive to go from the starting point to the out bound jump point at the 100-D limit. My guess is that the generate program needs to know the ship's maneuver-G which allows the navigation to calculate the time to start charging the jump drive to arrive at the out bound jump point to insert the ship into jump space. The maneuver-G can be entered, in my opinion, without the maneuver program running.

Yes, you can buy "single-use flight plans (in self-erasing cassettes)" which is generated from the current system to a specific destination at specific jump range. According to the Traveller back-story to get from our star system to Bernard's Star we set-up a deep space refueling point 1 parsec away. A single-use flight plan would get you to the refueling station where a new single-use flight plan would have to be created to make Bernard's Star.
